Well, it relies on the implication that the Joker knows Batman's secret identity (identities, even, once Dick takes over) - but given that, the Joker teaming up with the pseudo-Batman to fight crime, well, it is quite funny. (This is what a lot of writers don't get about the Joker. He's not just a psycho, and his actions should always be at least potentially funny, from some warped perspective or other)
