'Exact change' is another way of saying 'exact money', as you well know. They may well have been doing it for over a year, I neither know nor care - if they don't say it on the flyer, or on the Facebook event, or on their website, then they are not giving people proper pricing information in advance, which is at best thoughtless bad manners.
