Ah, but the subversion of that comes instantly, and even the attention spans of the very stupid will catch it.
It does makes perfect sense that the one sampling of the full "mad as Hell" speech that I've encountered was by the dear old Levellers...but at the time he makes the speech, while he may be mad, I think Beale is nonetheless at least partly heroic. It's just that he doesn't realise his heroism will not accomplish anything - and that he's later overawed and suborned by the real 'voice of god'.
