In essence, it wasn't that different from the 'Last of the Time Lords' resolution (which I personally didn't mind) - it was just structured and written in such a way that it didn't wind up the majority of the fans. With 'Believe!' as with 'Power of Love', it's not that they're inherently cheating as resolutions - you just have to be very, very careful about the specifics, so that it has enough emotional weight to feel satisfactory.
