Now that we can assume, from the Chelonian cameo, that the New Adventures are in continuity, I can certainly see Moffat drawing on the portrayal in those of the Time Lords as the Clockmakers, who had ordered the universe out of chaos in a very similar manner to the yellow aliens, Seven Unknown Men &c. And indeed, the whole attitude to 'continuity' itself seems to draw a lot on Hypertime, which appeared in a Waid comic but was very much a Morrison concept.
